He is not an expat, he is native to Butuan, but very honorable and knowledgeable and might be able to help connect you with resources or people you need to know or want to know, locally. I'm a Kilty from the Western Isles of Scotland, at present here in Northern China with IMUST in BAOTOU (Inner Mongolia) until sometime in July (when they decide to close the University for the end of the year) I'm teaching 1,544 students every week. (Its to many and I'm permanently exhausted) Initially I'll be coming to live in the Gingoog area and to probably start a business there or somewhere on the north Mindanao coast in any of the following eventually} MM, (Master Mariner) To teach Net and Hull design as a Marine Architect MF, (Master Fisherman's) To teach anything required by any fisheries authority world wide. Our family have been building boats for over 1,000 years. MC (Master Craftsman's) All known forms of Art and Crafts world wide.
